The lease agreement between Lucy the Elephant and the City of Margate expires in 2019. What’s taking so long to renew the Lucy lease?

The City of Margate, and Rich Helfant, CEO of the Save Lucy Committee, have yet to agree on terms. Their $1-a-year lease expires in December of 2019. Both sides blaming each other for not coming to an agreement.
